which is best to use for menu VDP or a procedure?and why?

hi, guys,
i have a problem with my system, we have a menu system whcich is making the server so slow. we are using VPD menu system. is it better to use a procedure to manage the access of user to the system or what can you guys advise me? if it is possible and easier through a procedure can you give me a code about it?

please help.
