I have a customer that wants a directory on their website for the users but wants the users to be able to add/edit their own content. It has to be easy for the users to use.

What do people recommend?

this depends on the server you use, if it has php and mysql you could use for instance
mambo or
xoops,
which are both pretty easy to install and use. they both have modules to let user's add content.
