Which CMS for multipul sites?

Hi,

I'm looking for a CMS that supports multi independents sites, ie. the site will be the same but has independent users. Looked at Silverstripe subsites-module but it has shared users and I want unique users. Also that I can set it up to allow users to sign up and be allocated an individual site
