Where'd the security tab go?

I've noticed this recently on fully updated machines. If im logged in as the local administrator on a machine the security tab disappears from the properties page if i try to view a folder or file in the explorer.

Goes away when the machine is logged in under a domain account.

Is this the result of a recent hotfix?

Is it a Group Policy thing?

User Configuration\Administrative Templates\Windows Components\Windows Explorer - Remove Security Tab.

Do you have "Use simple file sharing enabled" in Folder Options\View?
