Where to start improving performance

The setup:
Accpac Enterprise 5.1A (Pervasive)
Windows 2000 server SP2
Terminal Services
Dual P4 Xeon 2.4GHz CPUs
1GB RAM
80GB SCSI disk

Initially all was going very well, however, the number of users has grown to such an extent that performance is starting to deteriorate.

My question:
Where do we start improving performance? Hard disk, RAM, CPUs, anything else? (As always keeping budgetary constraints in mind).
 
How much data?
How many users?
Which modules?
Which particular function is slow?
Have you done a Pervasive rebuild?

I have pretty much the same system. increase your Ram so you have more Ram than the size of your pagefile.sys. Also try running a re-index of your databasesevery night. It increased our performance!
