where to start for website development?

I have never done any web development and am wondering where to start. I have a lot of questions and would appreciate any information anyone can give me.

1) What tool would allow me to leverage my thorough knowledge of visual basic to quickly develop a website? (i have a trial version of Visual InterDev, would that be a good place to start?)

2) If will need to develop the site on a winnt 4.0 workstation machine. Is there anything special i need to install on that system (besides IIS, i think i will need that if i'm using ASP, right?)? Once a site is developed, what kind of steps (and likely problems) are involved in getting the site from the development machine to a web hosting service?

3) Anything else I'm not considering but should be?

I know i have not given any specific detail about the type of site i want to develop. It will be a homepage for a small software company. Background/experince pages for each employee, a homepage of some kind, and example/demo pages of the products. I know this is still general but at this point i dont have enough information to make an exact descision on content or how to immplement it. Any information anyone can give me will be greatly appreciated.

I like Visual Interdev for developing ASP, it provides some nice components that provide a lot of the advanced features I needed without my having to code extensively for them. I also found the process very quick once I had my base templates figured out, I could develop new pages and forms very quickly. I had background with VBA for Access and I found the cross over very easy as far as the language goes.
