where to specify smtp message limits in exchange

I can send email from my agency to an internet address with an attachment of 2m. I can't receive an attachment over 600K. I specify message size on the IMS General tab as 2000.
Is there anywhere else an attachment size is determined. I also looked at the recipients list under my name and its specified as unlimited size. Any ideas?? Thanks...

The recipient and the IMS are the only places you put a limit on. Could there be an outgoing limit at the other end?
