Where is my language bar?

I have the symptoms described at


I have followed the instructions. I already had service pack 2 installed. I did a search and I believe sp2 is the latest for Windows XP 2003 server. So I applied it again and rebooted.

I still don't have a language bar. When I try to add the language bar with a right click on the task bar, it shows the language bar with out a checkmark. When I select "language bar" nothing happens. When I go back to do it again, (and again, and again...) the language bar option on the context menu for the task bar is never checked! I'm fustrated!

afik the language bar only shows when u install a second language, did u do so?
 
Yes -- I installed chinese. I was switching between languages until I tried to hide the language bar. It sounds like, from the kb article, this is a known problem. I just wish the solution was as well known.
