If you cannot find under sqllib [ 'C:\Program Files\sqllib\db2' is the default ]. If the instance name is not db2, then use the instance name instead of the directory db2 in the above path.
If you are unable to find the db2diag.log there, check the dbm cfg DIAGPATH.
db2 get dbm cfg
In other words, the diagnostic file is present in the DIAGPATH directory. If no path is specified, the file is in the default path
That is correct. I searched the entire C drive and cound not find sqllib. I also searched the entire C drive and could not find the file db2diag.log.

DIAGPATH is blank, so that means it should be in the default path. Is that c:\sqllib? In any case, for the time being, I will use the event viewer to track errors and warnings.
What is the value of the parameter diaglevel? If it is zero, no diagnostic info will be captured ...
Other reasons could be that db2 is not able to write into the file ... On unix, it can be permission issues or the diagpath itself doesn't exist ... Not sure, what it can be on windows
