where is apxs module for apache 2.0?

Where is apxs module for apache 2.0 on redhat 8.
In attempting to compile php as a dso using
oci8, it requires that module apxs be available.
Where is this module located? It is evidently
not part of the 2.0 installation.

Did you install Apache from rpm? If so, you'll need the apache-devel rpm to have apxs available.
