I just found them but I don't see the T+/R+ inputs on the diagrams. I have been reading and researching all morning. Sorry if I am to NOOB but this is the first time I had to wire this kind of system.
I agree with DigitelD you should get yourself a vendor in there. If your able to connect the lines from telco to the CICS do you know how to program them on your Norstar? That's a whole other deal that you'll need to know.
Okay The phone doesn't boot when only the Blue/BlueWhite pairs are terminated at the panel. Looks like the outlet was wired for 2 pair installation but everything I see says the stations should run on 1 pair only. I have the station wired to the correct spot on the right side of the 66 block and "line 1 (from Verizon)" going into the top left spot in the 66 block. Is this correct? From what I can tell it should be.
The station wire numbers where labeled and I checked both sides to make sure that the pairs I used were the same as the pairs in the panel and outlet.
Sorry again if I am not understanding something here.
I don't think that programming the phones will be an issue. I am pretty good at those kind of things and most of the time wiring things.
Phone's I have some knowledge of but not a whole lot when it comes to these systems. I have done POTS installations and also am familiar with inter-office phones such as these.
Hiring a tech would be great if I had funding to do so, also it would be great to learn from, but at this time it can't happen, funding just isn't there.
When the verizon guy was here yesterday he was trying to figure it out because he said he was bored and mine was his last job. He put 1 pair to the extension(station) side of the 66 block and then o/wo in the middle of the left side and the phones booted, but there was no outside line.
Seemed to me that these phones require 2 pair wiring as I stated before, is this true?
No Norstar phone takes 2 pair to operate. It is a 1 pair system. Do you know what your system pswd is if you have to try and wing the programming as well? Just curious...
Honestly, this is another case of do-it-yourself with help from tek-tips instead of an in person tech. I'm all for helping but not this kind of help. You need a tech.

Well I guess for now I'll have to disconnect this thing and just use analog system.
If anyone else has any pointers please let me know.
I would really like to get this working, I can't believe that this system is as complicated as it is, I mean its 1 POTS line going in and 2 phones being hooked up.
If someone could just please answer me on if the POTS lines are going into the correct port on the 66 block that would help.
Also phones still no boot when hooked directly from the 66 panel to the phone.
First, your question was answered. The problem is you have never done this before therefore you don't know how to do it. Save yourself time and money and hire someone who can do this quickly for you and be done with it.

Please check that there is a software card and that it is properly mounted. With the unit powered down, please pull the card and provide the NT number and software release number from the label on the card.
Please check how many line cards you have, note which slot they are in (left or right), and what is the NT number and other markings on the beige plastic "spine" of the card.
Please inspect both of your amphenol connectors and ensure they are fully seated. Some have a spring steel clip that must be overcome by a moderate degree of force to "click" into place. They should be tight and parallel to the mounting surface. If canted to one end or the other, not all contacts will engage even though the connector is mechanically holding onto the KSU.
Please ensure that the power cord is good, fully seated, and powered by a good receptacle, and that the indicator light is illuminated.
Am I understanding correctly that you are connecting the Verizon trunks to the left amp connector and the phone stations to the right connector, as you face the KSU?
What model phone are you trying to attach ?
On your 66 blocks, do you know if they are split 66's? If so, they require bridge clips, and if so, are they present or missing ?
LEFT AMP:
Pin 26 White / Blue should be Tip for Line 001
Pin 1 Blue / White should be Ring for Line 001
RIGHT AMP:
Pin 26 White / Blue should be port 101
Pin 1 Blue / White should be port 101
This is where your Nortel phone connects, and for basic gear are polarity indifferent, and should pin out to the center two pins of the modular jack.
