where do i find the switchboard manager

hi-

i'm trying to add a switchboard for my forms. when i go to tools|add-ins, i only see Add-In Manager. when i select that, i have no available add-ins.

has my sys admin not properly installed access 2000 for me? is this something i could find at microsoft.com?
