Where did "enable incremental build" go in VS2013

I recently upgraded from VS2011 to VS2013. In VS2011 under the project properties, Configuration properties, there was a setting called "enable incremental build" which, when checked, only built the changed modules and the overall build process was very fast. Very simple.

The same project in VS2013 vb.net is taking much longer to build, so I started looking for the "incremental build" option and could not find it. I searched the web and found an explanation involving editing the MSBuild xml file that went way over my head. Unless I'm missing something it seemed way complicated.

Is there a simple way I can enable incremental build on my vs2013 vb.net project, or do I have to suffer a full build for each debug cycle?
