where did \ntlogon come from

Long ago I upgraded 98 to W2000 and have been using "Cygwin" for handy unix commands like grep, head, tail etc.

I just noticed "c:\windows\ntlogon\" folder that contains the files: awk.exe, egrep.exe and putinenv.exe

Does anyone know where they came from?
A colleague who also uses cygwin doesn't have this folder.
 
Have you got Services for Unix installed? I know that microsoft includes some of the usual commands with that (free) download.
