If you know that the filters have definately not been deleted or moved from your plug ins folder and that in your Plug Ins and Scratch Disks options in Preferences that the correct plug ins folder is selected then you may want to try reseting your Photoshop settings.
Just hit Shift+Ctrl+Alt (PC) a split second after launching Photoshop. If you do that correctly you will get the option to reset Photoshop Settings.
It may take a few goes to hit the keys in time. Just think of it as a really unimaginative game.
What color mode are you in? If your in cmyk many of the filters will be grayed out. If thats the case convert to rgb mode. If they have dissapeared completely they may have gotten moved out of the filters folder or accidently deleted. Try doing a serch for the names of the lost filters. Hope you find them!
