Where can I get PDH.DLL?

I cant seem to find PDH.DLL anywhere on microsoft website and it doesn't seem to be included on my NT box or with Visual Studio.

Does any1 know where I can get this file? Are there any other files that are associated with this one that I need also? I'm looking for a way to get performance counters.
