Where can I find on the net or in a book?

I need to build a PHP with MySql Admin Login control area so the website owners can update, upload pics-files, and add - delete - modify user information.

Does anybody know where I can get a script that can do this or point me to an area that will show me how to do this? Either a book or a weblink would be helpful..
