Whenever the BIOS is altered, the system hangs.

Ok, here's the problem. I built my brother a system with an Athlon XP 1600+. Once everything was all working, I went to make some alterations to the bios. I noticed my athlon was underlocked to 1.15GHz for some reason. Knowing it was a 1.4GHz processor, i figured i'd just clock it up to that manually. Upon restarting the computer after doing so, the system hung, would not even post, and made no beeps. So, I had to reset the cmos via the jumper on the mobo. Once everything was back to default, I tried changing just one thing. System hung, no post, no beeps. Upon further testing, I discovered that the system hangs and will not post or beep regardless of what I change in the BIOS, could be fsb speeds, agp aperature size, ANYTHING.

This is frustrating as I need to enable some AGP settings, and I'd also like to clock his Athlon up to it's real speed. Any suggestions?

My specs:

AMD Athlon 1600+
Abit KT7/KT7-RAID
512mb SDRAM
GeForce 4 MX 420
Soundblaster 16 PCI
Windows XP
 
make sure you set the core voltage and multiplier jumpers when you change the cpu speed jumpers.all that should show in your manual
 
I'm OC'ing using the BIOS, not jumpers. In any case, the system hangs even when i only change the AGP aperature size, or the fact the my OS is PnP, or ANYTHING.
