When trying to access Options in OWA I get bad request

I currently have implemented a new 2010 server into our existing 2003 environment. Mail works fine. OWA works fine, except one problem. When I try to access the options page in OWA, first it asks me to re-login, then after doing so, it comes up with a http 400 error bad request.

Any ideas where to start to find the problem.
 
authentication and configuration settings for the ECP virtual directory need to match what is set for the OWA virtual directory.

Plan for performance, and capacity takes care of itself. Plan for capacity, and suffer poor performance.
 
I can see where you are going with this. I did check though and in the ecp folder the perms are identical to owa. When I check the basic settings (in iis 7 manager) the application pass through was selected. I changed this to a specific user and it passes (the button to test that is). If I leave it as is, it fails.

When I check the folder ecp in explorer the perms are the same in both.
