Ive heard conflicting statments on this subject. I've heard as long as you have at least 4.0 your ok to go up to 7.1 without the upgrade tool. Is this true ?

When to use an upgrade tool?

Using the upgrade tool eliminates the need to upgrade to 6.1 first. It make the 4.x to 7.x upgrade a one step process.
If you try to go from 4.0 to 7.1 the system will never boot up. You either need to use the upgrade tool, or go to 6.1 first, then go to 7.1.
