When is request file executed on pkgadd

I've created a package for software to be installed. The request script does an iasdeploy of some web apps but the deployment fails with:

Error: File filename.jar does not have read permission.

Which, if the file had been installed with the permissions in the prototype file, is not the case. This leads me to believe that the file is not installed when the request script is being run. Can anyone confirm when the request file is executed?

Found out by including an ls in the request script of the target directories that the request script is executed BEFORE any files are installed.
