When I open my reports at run time

When I open my reports at run time the report opens, but the navigation window for the report stays disabled. The only way I can navigate is through using keyboard shortcuts (go to next page = ALT F4)

Why is this happening and how can i Fix it?

You are probably closing the toolbar in the code somewhere with hideToolbar(). It does not reopen automatically, you have to use showToolbar()
