When I declare the style sheet below, is it possible to make it work in Netscape?

a:hover { background-color: #669699; display: block }

It will work in NS but in NS4 and NS4.72 some of the features won't work...like the hover feature to begin with...in NS6 it recognizes it... I have not failed; I merely found 100,000 different ways of not succeding...
