When disconnected from isp, dialing without showing the dialup window

I am running a cyber cafe with windows 2000 server on workgroup and isa server. Whenever i start my server or got disconnected from my isp the computer automatically start dialing to isp without showing any dialup window. I have a dialup entry in isa server, is it bcoz of that? I tried to delete that entry but there is no such facilty to delete a dialup entry in isa server. I have a us robotics external modem. I dont want the computer to try to connect to my isp automatically without showing any dialup window.
Can anyone tell me how to stop that. Helpful replies will be highly appreciated.
