Whats up with "Service ON"

Morning everyone
I have a client that I recently re-installed a CICS at their office; replacing a 6X16. The install went well no problems except for when I was about to leave the screen on the mian reception, ext 221, displayed "Service ON".
I tried to going through "Services" and turning everything off, using the Feature code to turn it off and no luck.
Any thoughts

You have to find which DN is the "Control Set" then do F#871 from that DN.

When I do new installs on a CICS:
-Always do a Startup, this will get rid of old programming that may interfere with the new clients setup
-PBX Mode so no lines assigned anywhere and 3 digits to open up Hunt Groups

Voice Mail
-REINSTALL for the same reasons as STARTUP
-Disable General Delivery mailbox if not using it
