What's This Button

This one has me really feeling stupid. I am trying to get the What's This Button on the title bar on my forms to address my help system. VBA and Access help say to set the minmax buttons property to none and set the What's This button to yes. When I do this the What's This button doesn't show. Only the close and restore buttons show on the title bar. I can get it to work the way I want only if I show the form as a popup but I would rather be able to display a regular (non-popup) form.

Is this (popup) the normal operation?

If not, any ideas?

but dont use docmd.maximize
