The 206 can be used as a stand alone phone system. You can plug a cord in it and get 2 lines and 2 extentions, They sold a "Partner connector" which is slightly different than a 2 slot acs carrier that allowed you to make the system a 4X12 or a 4X11 if you used music on hold. A 206 can be installed in a 5 slot with a Plus II or acs processor and act as an E card.
Short answer : the E stands for Enhanced. It contains a small amount of processing capabilities to act as a stand-alone phone system without need for a CPU to control it. Without the E, it requires a CPU to control it. No CPU=Partner. Partner+ & Partner II & ACS require a CPU.
Isn't it the other way around? A 206 has a processor and will act as a standalone, and a 206E or 206EC are expansion modules and will only work in a 2-slot or 5-slot carrier. Brian Cox

E stands for "expansion card" EC stands for "Expansion card" + "caller ID"
Avaya still uses the same codes, An ACS 308 is the processor, The 308 EC is an expansion card with caller ID
also have you ever seen a 400 card NOPE it's either a 400E or a 400EC because They "expand the systen" You most likely will never see a 400 system with 4 lines and no phones Just kidding
206 is a stand alone partner ,some 3.1E & 4.1E can be a stand alone procs. ,depends on the lucent comcode. all can be use in a 2 slot or 5 slot carrier
No 206E, 206EC or 308EC can be used as a standalone. They are only expansion mods. Only 206's and 308's (without the E or EC)can be used as standalone systems. Brian Cox
