Scan2Cad from Softcover has received some good reviews in the past. The demo doesn't save the full dxf, but "The raster editing tools are completely unrestricted in the demo. This means that the Scan2CAD demo can be used as a free raster editor, color reduction tool, cleanup tool and tiling tool. "

P.S. You can just hit the download button without filling in all of the Name, Address, etc. (less junkmail)
