Whats going on with NavBars?

I am working on my first web project with interdev. I used a layout when first setting up the project. all the pages are in the site diagram with the correct links. If i look at a page in design view i can see the nav bar placeholders. When i look at a page in quick view i cant see the nav bars. sometimes(it doesnt seem like theres a pattern to what makes it happen) when i hit F5 to start the project in internet explorer the nav bars show up on the pages. other times they dont. when the nav bars do show up nothing else on the page shows up. I have tried setting the nav bars up as graphic, text, and HTML. none work correctly. Does anyone know what the problem could be?
I am running interdev on a win 98 computer, all pages are html with active-x controls(just media player so far) and text. thanks in advance

I had the same problem and never got an answer. To work around it, I removed the NavBars, then went into Front Page and set everything up in navigation. I also used Front Page to publish. I hope you get a beter answer, but in the meantime, this will work.
