What would cause WINS Service to shutdown on Windows Server 2003 EE?

I came into the office this morning and was unable to RDP to any server with my VPN connection.

Upon testing TCP/IP connections, I came to the conclusion that WINS was failing. I brought WINS up, and it stated that WINS service was down.

I started both WINS services up on my DC's however, I do not have an event that states WINS Service shutdown.

Any ideas?

Check to ensure that any dependent server services weren't shutdown or set to disabled ex) NetBIOS TCP/IP service which would cause WINS to fail

you mean NET.TCP port sharing or TCP/IP NetBIOS Helper?

I do not have NETBIOS or TCP/IP Services on any of my DC's

From what I recall (and it's been awhile since I deployed WINS) WINS is reliant on the TCP/IP NetBIOS helper service among others (check your dependencies). Also WINS won't work if you have disabled NetBIOS over IP on the WINS server since it is reliant on this protocol in order for it to work

I do not see any other services that run along side WINS. This must have been a freak incident.
