What User Rights need to be on XP

I would like to know if any one knows what the user rights on what directories for crystal reports 9 need to be, We run the report using the crystal API and when we are logged on as administrator it works 100% however loggin on as a normal user the API reports "unicode wrapper not found"
What should be done to rectify this

Ask your network admin to give access to network
also your dba must give read only on the database

The user has access to the network, and the database access is adiquate, the user being used to run the report is not the user that is logged on I am using Database authentication. If you logon as administrtor on themachine it works if you log on as the user you get the error, however if the user loggs onto another 98 machine it works pefectly.
