What triggers on the TTY the DCH MSG LOG output?

I've seen these outputs periodically in the past, but curious what causes these D-Channel counters to be output to the TTY? I noticed these on my TTY output this afternoon, with no trigger as to what it is.

FYI, DCH 22 is QSIG; DCH 21 is D100.
