What service controls viewing workgroup

Does anyone know what service/app controls the viewing of a workgroup? I've got two machines that get the error that the workgroup is not available or they do not have permission. It won't even show their own machine in the workgroup.

There is the Workstation Service or the Server Service are they running? Even the Computer Browser Service may be a problem.

Some of the lower threads will show you how to re-install the Workstation Service.
