What order would you deploy the following technologies

Hello - I had a question I was hoping someone could please help me with the following question - If you had an unlimited budget in what order would you deploy the following technologies in your company?
A. Firewalls
B. Network Intrusion Detection system
C. Anti Virus
D. Reporting
E. Authentication mechanism/ strong 2 factor authentication
F. URL Filtering
G. Anti- Spam
H. VPN

And if you could provide an explanation of why it would be most helpful - Thank you sooooooooooo much!
 
Well this depends on what service you can restrict from users before the tech is deployed, IE: I would not let anyone have email before getting antivirus, and I would not put in a highspeed connection with out a firewall. Anti-spam can wait but get your tech policy amended to say that the company is not liable for content of non-corp origin mail. The VPN goes after the highspeed and firewall, NIDS and URL filtering are probably your last items on the budget provided your acceptable use policy is up to date about corp tech. Authentication also depends on the sesitivity of work product, if your talking about a DNA lab it sould be first, but if your a real estate office, why bother.
