What next after installing MSDE?

are you sure it's not running?
anyway, if i were you, i'd uninstall it and install SQL 2005 Express, which is the free version of SQL Server 2005 (MSDE is the free version of SQL Server 2000).
Then you can download and install SQL Server Management Studio Express to manage it with. It provides an interface to your db where you can manage the db's, run queries against it, plus it offers an excellent help section which is an invaluable resource.
also, makes it easy to see if it's running or not.
