What needs to be programmed to do trunk to trunk transfer on a PRI

We have an older Legend with a PRI and we want to allow an incoming call transferred out to a cell phone. When the transfer key is touched we get a second dialtone can call the cell but when transfer is touch again to complete the call the display reads transfer not complete. Is their a setting in programming that needs to be changed to allow this? Thanks for any help

Allow the extension to do Trunk to Trunk transfers through the Extensions menu, and when actually doing the transfer, press # at the end of the number to tell the system that you are done dialing, and let the call progress.

Thanks I also found that if I didn't have the trunk to trunk feature active in station programming it would not allow the call to be transferred
