Hi, I saw this and wanted to comment. I think actually it's not what packet loss or for that matter what network is up. I think the bottom line would be if the service is available. Start there and work backwards. For example: The Point of Sale interface is either up or down - why is it important to the CIO exactly which component is down right off the bat? Of course we have to know where to fix it, but the point is, metrics should be about reporting the product or service, first and foremost.
