what is v$timer view?

can you help me to know what can v$timer do ?
and how can i use it?

It's used for more precise then sysdate provides time intervals evaluations and utilized by dbms_utility.get_time
 
From the Server Reference Manual:
The v$timer shows elapsed time in hundredths of a second. Time is measured since the beginning of the epoch, which is operating system specific, and wraps around to 0 again whenever the value overflows four bytes (roughly 497 days).

If you wanted to time events, you could query/save the value from v$timer, execute the event, and then query/save the value from v$timer again. The difference between the second and first values will be the elapsed time.
