What is this program "LoadQM.exe" for ?

I am trying to minimize Windows 98 SE start-up time by eliminating all unnecessary programs loaded at startup. I came across a Microsoft program named : <loadQM.exe> . I wonder what is this program for ? and can I get rid of it at startup ?
