Under disp sys customer options, I have Vectoring (Basic) to N. Does it mean that I cant do vectoring?

That's what it means.

do a "ch vec 1" command and you'll see that it doesn't let you.

So If I want to creat a vector it will not allow right? But why is it my Vector (PROMPTING) is yes? If I want to creat vector I need this to be activated by AVAYA?

You could still do some basic configuration on your vector but it is limited. If you really want to explore all commands you need to avail license from avaya.
