What is the restriction on subgroup levels in C.E. ?

There are several LDAP Groups that I have made a subgroup of the "everyone group" (C.E 9.0 - Win 2000) ----
The expectation was to be able to create subfolders from the
LDAP groups. Obviously something is not correct -any help out there ?
