What is the range to define a TSC(Trunk Steering Code) in CS 1000 5.5v

I say don't use a TSC. Use an SPN with ARRN and you can have tons of digits.
Looks like you're in Pennsylvania? USA? (a guess)...where "9" is your probable BARS access code, so a TSC cannot start with 9 if 9 is what you dial for an outside line.
If you are trying to get a specific number routed different, here's an example:
