I have a client that has been getting a "1" come across their 7316e screen's. [MICS 6.1 T1 Prime Callpilot 150] It prevents them from making outside calls after this message comes across. A simple telephone reset brings the phone back up. But this problem has been ongoing.... Can someone tell me what does the "1" message indicate and how severe is it...

make sure redirect is off and that dial is standard...must pickup handset to dial...go from there

This is either a stuck key on the phone.
Or software corruption.
I suspect a stuck key.

I have seen systems where a digit will magically appear on a handset and the only way I could repair was to do a startup to clear the corruption.
You can try to remove port corruption by turning off set relocation and unplugging the phone and plugging a M7100 in it's place.
Remove the 7100 after it boots and replace with the original phone.
Wait for the corruption to reappear and cross your fingers and hope it doesn't.

I'm with Aragon. I've seen many stuck keys do many funky things to telephone sets. Also could be the #1 button is busted, bad touch tone pad. May need to replace the set. Just my .02
