What is the Queue-to Skill Limit ???

I have the following
03 goto step 17 if staffed-agents in skill 61 < 1
04 queue-to skill 61 pri m
05 queue-to skill 78 pri m
06 queue-to skill 284 pri m
07 goto step 9 if time-of-day is all 06:00 to all 21:45
08 queue-to skill 316 pri m
09 goto step 20 if staffed-agents in skill 534 > 0

the fourth skill 316 calls do not go there...

I get this event error

Is the issue only 3 splits limit..can't find any docuementaion on that limit
 
Yes, you can only queue to a maximum of 3 splits simultaneously.
 
A call may be queued to up to three local split/skill simultaneously."
