what is the purpose of a "target namespace"

A default namespace is used to identify the namespace to be used as the namespace for elements within the XML document containing the default namespace declaration.
A target namespace is used in XML Schema to identify the namespace to which the document being described (i.e. the XML instance document) belongs.
