What is the norm when an order is short filled (not a partial fill)

Let say, you get an 850 requesting 10 of an item, according to the quantity on hand, you "should" have 15 of them, the 855 is processed with an "AC" action code saying 10 have been shipped. You get a call from the warehouse, upon trying to fill the order, there were only 9 actually available. How is this handled? You can't change the 855 (it's already been sent).

I suspect there are multiple ways to handle this. I checked with our trading partner, and their method is we call them and they manually adjust their database of what is to be expected.

I can think of couple possiblities:

1) if using and advance ship notice (856), this can inform them of what was order and what is actually shipping showing the shortage.

2) you can send an PO Change (860, i think) adjusting the quanity.

3) been awhile since i worked with the 855, but is there a code that can be sent that re-adjust the PO quanities.

Both of these could be used to update the quanity that is being sent. The only issue is what to do with the missing 1 item. Do you have them resubmit a new order, create a secondary PO Number internally (new 855 needed) and ship once you have the item. Quite a few ways to go here...
