What is the meaning of this VALUE in OEORDD Table

In the OEORDD Table, COMPLETE field, one of the possible values is 1 = Completed/Not In Database

What exactly is the meaning of this? Would records like this be purged with a Clear Transaction History?

Clear Transaction History looks at OEORDH.COMPLETE. Both fields are used by day-end processing. I've never paid any attention to OEORDD.COMPLETE.
