What is the difference between an html file and an htm file?
 
None. htm is a remnant of the old PC filesystem that only permitted 3 characters for the extension. It is up to personal preference what you use, but you should use one consistently. I prefer html.
 
Which PC filesystem only permitted 3 characters for the extension and how old is it?
 
If you intend on transferring your source HTML files to an operating system that only supports 3 character extensions (such as MS-DOS), then use .htm. If not, then you are free to use whichever you choose, although it's become pretty much the standard these days to use .html.
