A Business Line can be a 1MB, 1ML, 1FB, 1FL, TMB, TM2, etc. These all indicate a different business class of service. The '1' indicates single party, the 'M' indicates measured useage, the 'B' indicates business or 'L' indicates line (the term LINE came about during the late 1970s when CPE became popular, or a line ordered with no phone), the 'F' indicates flat or no measured local useage, the 'T' indicates trunk (assured transmission in PB land). In 1FR the 'R' indicates residence. These are also called USOC codes used by the Bell System and later the RBOCs and some independants. The acronym 'USOC' means universal service order code. These codes are used to order and provision service for the subscribers.
The term 'local access' can have several meanings related to the local loop or the connection to the CO or a service provider or the LEC portion of service.
Hope this helps!
