What is the best Illustration Software for Children's images?

...many, like cartoon comics, will likely use illustrator for sharp scalable graphics, and probably scan in hand drawn versions beforehand...
...this could then be colorized in either photoshop or illustrator...
...if using a pixel based program, then resolution needs to be taken into account, suitable for high end print work, typically 300dpi at actual 100% size...
